I see that an English Bishop from Arundel has recently requested that the 'Hail Mary' be dropped from bidding prayers,

I think this comes from the General teachings of the Church, where a good maxim is that, 'Nothing should be added to the Mass' and nothing removed. However it has been the practise in England for many centuries right through the times of Great Persecution that the Hail Mary be included at the end of the bidding prayers and I think it is good that this continue. I think a great thing about pious Marian Devotion and the Hail Mary in particular is that it can sustain the Faithful when even the ability to say the Mass itself fails. I am not saying the Bishop himself is anti-Marian but I think its true that in certain, 'Intellectual' and 'Liberal' Catholic circles there is a profound discomfort at Marian Devotion.

Including the Hail Mary during Mass must be a local custom. I've rarely seen it done here, not even when I was a little girl. We might pray it before Mass, or after Mass, but very rarely during Mass. Same case for Masses celebrated in the Carmelite Monastery as well, and as you know, the Carmelites are totally devoted to the Virgin Mary.

Sometimes my family and I attend Mass across the border in Niagara-on-the-Lake, Ontario, Canada and the priest there always says a Hail Mary after the prayers of the faithful (bidding prayer). That is the only place I have ever seen that, but I must admit, I thought it was a nice addition.

I think the reason why they had the Hail Mary was because of the Great anti Catholic persecutions which lasted centuries. Often the rosary was all they had to sustain them. It is very, very common in Ireland to say the rosary either before or just after Mass. I even still see old people saying the rosary during mass which is kinda sweet.
