I think he could do this by taking advantage of the synodal process that will take place from this year and the Synod in Germany next year (for example allowing episcopal conferences to have full autonomy over the liturgy)
I hate to say this but that sadly goes along with the polls showing 70% of mass goers who say they don't believe in the real presence. Although, I have often wondered if those poll results are simply due to a catechist that is poorly formed with a question that is subtly worded. I could not find any polls that target the Lutheran beliefs in this matter.

One article said the Church was so big, it was ungovernable. It would not surprise me if there was some truth in this. It might be possible that PF is just reversing the law Pope Benedict wrote rather than this being the atomic bomb on the church that some have said. Maybe if the prior law was saying any priest could say the Latin Mass, that was too lax; as FSSP, we will need to see the ramifications of the Motu Propio.
Has anyone heard that the Holy Father is about to publish a new document on the Old Mass? Apparently this one is to be much, much, more radical than the last one (if you can believe it possible) and will be a total , total killer blow. The bullets in the post thing to the Pope thing strikes me as very convenient. He has been getting a lot of bad press for his purge on Traditionalists. The bullets will cut him some slack. Good. I tried to raise the alarm a while back but folks probably think I overreact or am too harsh. But I stand by my batting average when it comes to seeing things clearly on a Catholic forum far earlier than most.
There is nothing the secular press would like more than a schism in the Catholic Church. Anyone who can't smell a rat needs to have a covid test. The question, designed to tell the Pope that people who love the TLM are his enemies and to elicit the response it did, is a set-up. Would anyone be surprised if it turned out that the journalist had help with the question by someone from the Curia, possibly one of the travelling entourage? Note that Cardinal Burke is cast in the role of leader of the Pope's enemies, that the supposed upcoming schism has its roots in the US and faithful Catholics in the US are accused of bringing political ideology to matters theological. Cardinal Burke has never said a bad word against Pope Francis. As a Cardinal, he has the duty and the right to question ambiguous statements and documents coming from the Pope and to advise the faithful how to interpret them in line with Church teaching. That makes him a faithful son of the Church, a diligent shepherd to the Catholic faithful and a true brother Bishop to the Pope, irrespective of whose feathers are ruffled. The question, the response, and the news article are gaslighting in overdrive. Here is a recent discussion about the future of the TLM. Neither are there any attacks on Pope Francis.
